Attestation
Five miners vouch, anyone may challenge.
A registered miner with at least 100 blue blocks, mined in at least 4 different weeks, can vouch for an NGO by locking 1,000 PSY for one term, for at most 10 NGOs at a time. After five vouches a 7-day challenge window opens. A challenge locks 1,000 PSY and is decided by the elected NGOs (the Interim Council in Interim mode), or by a token vote while too few NGOs are elected. If upheld, the vouchers' locks are burned.

Mint your record on Submit and mint, then ask five miners you know to vouch for you.

To vouch, enter the NGO wallet in "Vouch for an NGO" and send the bond (returned one year later unless the NGO is rejected).
- 3Anyone
If an NGO looks false, "Challenge" it during its 7-day window with a reason; elected NGOs or a token vote decide.
- 4Done
With no challenge after 7 days, anyone presses "Finalise": the NGO is attested and can stand in elections.

The five vouchers of an NGO must declare five different operators. "Its vouchers also back" lists the other NGOs vouched for by the same miners: many NGOs sharing vouchers can mean one party behind them, which is a reason to look closely and, if warranted, to challenge.
