Register your NGO.
One wallet is the NGO: it mines, mints the record, is attested and is elected. Mine at least one block with it first (that is how it gets PSY for the fee; there is no airdrop).

Mine with the NGO wallet until it has PSY (Mine).

Register that wallet as a miner (form below).
- 3Publish
Publish your dossier (registration, governing body, annual report, funders) online and mint the record with its hash.
- 4Attestation
Ask five miners to vouch (Attestation).
You need: The NGO's own wallet, which must also mine (one mined block registers it), and 100 PSY for the fee.
No wallet connected. Pages that change state use your browser wallet on chain 87869.
Wallet loss is permanent. There is no recovery and no reassignment. If the key is lost, the NGO must start again from the first step with a new wallet. Keep at least two offline backups of the key.

- Publish the dossier off-chain (for example on IPFS or the NGO's website) and mint the record with its hash.
- Ask five registered miners to vouch (Attestation). After a 7-day challenge window the NGO is attested.
- Stand in the election (NGO election).
